Delegates and special guests debated issues and passed resolutions related to education in Delaware. The 1873 Delaware state convention was attended by some of Delaware's leading teachers, ministers and community activists. The poet, novelist and speaker Frances E. W. Harper gave the keynote address. Delegates gathered to debate major educational challenges facing Black communities. The convention was a forum for how to best refute claims that African Americans had refused to support local schools for colored children with taxes and donations from Black communities.
